ABSTRACT

If we were to make a list of the strategies typically called upon to improve education in impoverished urban communities, policies intended to improve curriculum, assessment, and pedagogy would all appear. Policies that would place jobs in urban communities would not appear. And transportation policies that established bus and train routes from cities to outlying suburbs where entrylevel jobs exist would also be left off our list.
