ABSTRACT
It is widely acknowledged that one of the most important causes of poorly funded, staffed, and resourced schools is the poverty of the families and neighborhoods in which the schools are located. What is rarely acknowledged, however, is the proactive role of the federal government in maintaining this poverty-and therefore poverty education.
