ABSTRACT
In March 1980, Will MacKay had recently received two interoffice communications requiring his attention. One dealt with the future operations of the LONE STAR, a tanker now being used in the Gulf of Mexico. The other involved the future of overall cargo handling activities in the Gulf of Mexico. The potential interrelationship between these issues meant that he could not deal with them independently.
