ABSTRACT

As the last chapter began to document, international organizations compete among themselves in their specific areas as much as national governments do in war and politics. Each wants its own decisions and interpretations to take precedence over those of its rivals. Some are more successful at it than others, however, like the OECD in the case of S&T statistics. In 1963, the OECD published the first edition of the Frascati manual, which subsequently became the world standard. Although UNESCO now regularly insists upon greater collaboration with the OECD, 1 there was nevertheless a time when UNESCO felt it could dominate the field.
