ABSTRACT

A growing body of literature assesses the roles that international NGOs play in democratization.1 The literature suggests that international NGOs serve a number of functions within the democratization process, including representing a global manifestation of civil society. Schmitter observes that there are an extraordinary variety of international parties, associations, foundations, movements, networks and firms that are ready to intervene, either to promote or protect democracy.2 He argues that the extent of recent democratization and the fact that so few regressions have occurred is, in part, attributable to the concrete activities of these organizations. These activities are indicative of the role NGOs play in developing consent for democratic transitions.
