ABSTRACT
The concept of democracy is diffused across a range of cross-cutting discourses, including cultural ones. This chapter contends that a commitment to democracy has become one aspect of global culture. The chapter argues that the emerging consensus, internationally, on the merit of democracy is based upon a minimal conception of democracy, rather than a liberal conception of democracy. Thus, consensus is emerging internationally about the centrality of the institution of elections to a fully developed political arrangement.
