The Common Foreign and Security Policy

Prior to its accession to the EU, Finland was not regarded as an ideal member of the CFSP. In Maastricht, the 12 member states of the EC had agreed on deepening the former political cooperation into the form of a common foreign and security policy. The entrance of the three non-aligned states to the newly established EU was widely expected to hamper further integration in this policy field where the deepening of integration had proved to be problematic from the start.
