ABSTRACT
Many people hold a common-sense view of technology that is contradictory: that the development (if not actual progress) of information and computing technology will proceed according to its own, internal and inevitable logic, and that at the same time technology is often ‘neutral’ in human affairs, that it is not machines that influence our lives for better or for worse but rather the people who control them.
