ABSTRACT

In this chapter, Don Hayward continues his personal account of the reforms in public education during the first term of the Liberal National Government in Victoria, during which time he served as Minister for Education. Chapter 2 contained personal reflections on early life and career experiences that shaped his views on schooling and on the management of change in large organizations. It concluded with his description of the process of preparing for office, an opportunity that came to fruition with election to Government on October 2, 1992. In Chapter 3, different facets of reform are presented, including taking up the office of Minister for Education, the legislative experience, implementation of Schools of the Future, the role of the bureaucracy, and reflections on the experience.
