ABSTRACT

In this chapter we reflect on the process and outcomes of Schools of the Future in the light of research on what has transpired in Victoria and in other places where similar school reforms have taken place. We organize the chapter in four parts. The first part of the chapter considers the scale of the change itself, which must be considered an example of a successful large-scale policy initiative. We believe this success is explained by a model that has been described in the literature on policymaking to account for such an outcome. This model was proposed by James Guthrie and Julia Koppich (Guthrie and Koppich, 1993).
