Two separate strands of policy were soon, in fact, to converge. In Germany, the Occupation authorities were still anxious to help prepare leading Germans to serve what would eventually become the Federal Republic. And in London, as East-West problems became more pressing, the Government was wondering whether to establish some sort of centre where British and foreign visitors could increase international understanding.
