ABSTRACT

The year 1950 began well-deceptively well-for Wilton Park. It had a new lease of life. It was promised German funds. The Academic Advisory Council was in being. A second VIP Conference was in the offing. The struggle for survival seemed over. Now, at last, it was possible to deal with matters that had too long been neglected. To begin with, Koeppler wanted to refresh contacts with Germany. He had not forgotten Birley’s past concern about the need for local knowledge. Now, between courses, seemed a good opportunity. As he wrote to Rolland Chaput de Saintonge on January 16, 1950:

The reasons are:

1.The need for keeping in regular touch with the German scene. 2.Contact with the new selecting bodies for Wilton Park. 3.Discussion concerning the proportional representation of Germans

from the American and French Zones amongst the members of the Wilton Park courses. This will necessitate entry into the American and French Zones.
