ABSTRACT
After the settlement of the structural policy and of the common market organization, in 1976 it was easy for the member states to come to an agreement on an external fisheries policy. These agreements with third countries were of advantage to all those member states with a long distance fishing fleet. In contrast, the negotiations on the conservation and management policy initiated in December 1976 took almost seven years until an agreement could finally be reached in January 1983.
