New Labour has been praised for ‘the most extensive programme of constitutional modernisation for more than a century – indeed, since the Great Reform Act of 1832.’2 Some commentators, however, point to the lack of a coherent rationale for the reforms or their final destination,3 viewing Labour’s pragmatism as deriving from its lack of a coherent philosophy of the state.4
