ABSTRACT
A well-known generalized observation for photochemical reactions of conjugated systems is the absence of conformational changes during photoexcitation. It is known as NEER, or nonequilibration of excited rotamers. Havinga and colleagues formulated the concept through an incisive examination of structural properties of reactants and photoproducts of compounds in the vitamin D series.
