ABSTRACT
THE RADICAL CHANGES OF THE PERESTROIKA PERIOD IN RUSSIA WERE brought about by Russia’s own people-well-educated and highly-trained-whose value, however, had not previously been recognized by the nation’s leadership class. The people turned first to the school system with an eye to its transformation so as to enable the self-development of creative and responsible personalities.
