ABSTRACT

In the first decade of the new millennium, Turkey experienced an intensive change process in political, social and economic areas with the influence of external and internal dynamics. Democratization reforms have been one important aspect of the change process. There is a strong link between democratization and public administration reform. In other words, one essential component of the democratization process involves public administration reform. Therefore, in line with the democratization process Turkish public administration has also undergone substantial legal and structural changes.
