Keeping Track of Title IX: The Enforcement Time Line
With these added tools, enforcement of Title IX was strengthened. This is remarkable in light of the uneven record of the first twenty years. A combination of opposition to federal control of education policy and the irritation of educators who found long-standing traditions and practices suddenly labeled sex discrimination delayed implementation of Title IX. After 1972, school officials tried everything: Private colleges refused to supply salary information; thousands of school districts delayed filing the necessary compliance reports; supervisors harassed faculty members who brought fourth complaints.
