ABSTRACT
Social welfare is customarily defined as ‘all institutionalized policies designed to meet social needs’.1 The state of Israel, which is acknowledged to be a welfare state, bases its welfare policies on the principle of redistribution of private and collective resources. Indeed, this principle has remained at the heart of Israel’s welfare programmes, notwithstanding policy differences among Israel’s governments from the establishment of the state until the present day.
