Potential responses, and the experience thus far

The chapter begins by identifying potential defendants who victims can sue and delineating possible causes of actions against them in torts and restitution. It then examines the experience thus far in England and Israel which reveals that only a small fraction of the possible claims has been used, mainly tort claims against traffi ckers. Lastly, it provides some brief evaluation of courts’ holdings and reasoning in these tort claims.
