ABSTRACT

The campaign organization is an additional component of the president’s campaign and, unlike the White House and the national party organization, the campaign committee has but one function-to win the presidential election. The independent campaign organization has emerged as a means for presidents to control and supervise the many activities of the presidential campaign which cannot be legally performed in the confines of the White House. Since President Nixon, successive presidents and White House staff members have come to recognize the importance of having a campaign organization which is solely responsible to the president.1 Rather than delegating such responsibility to the party, which has numerous other responsibilities, presidents seeking reelection prefer to work with an entity over which they have complete control and whose exclusive objective is the reelection of the president.
