ABSTRACT

The largest challenge of Offshore is not necessarily the execution of the project goals. The challenge of Offshore is proactive intelligent management of IT human resources across the organization, with an eye to organizational agility. This involves viewing resource management as a critical component of strategic positioning, just as important as market positioning or any other competitive strategy. Human resource management is elevated above operational management levels to the executive office, and is as much of a focus as any other strategic plan. Reflecting this new reality is the increasing number of “C” level positions, such as Chief Resource Office (CRO), positioned as organizationally peer to the CTO (Chief Technology Officer) or CEO (Chief Executive Officer).
