ABSTRACT

Efficient and competitive delivery of international maritime transport services is vital for trade-oriented economies. Along with air services, shipping is one of the main modes of international transport. Imposing restrictions on maritime services can adversely affect the price, reliability and quality of these services. But a necessary first step in assessing such impacts is identifying and quantifying the restrictions. This chapter presents a comprehensive list of restrictions on maritime services, compiled from a number of sources. A restrictiveness index then summarises and quantifies the nature and extent of these restrictions for 35 economies.
