ABSTRACT
Peru's history contains more than one difficult, embarrassing, period of genuine national prostration. None of them, however, deserves to be marked so indelibly with the seal of the shame and dishonor as a fragment of history we are forced to replay in these pages. The two last decades of the twentieth century are—it must be put bluntly—a mark of horror and disgrace to the State and Peruvian society.
