ABSTRACT

Chapter 5 briefly described the administrative structure of the ACS operation. On paper, each ACS call site was to be a clone of every other site. The intention was to standardize procedures and activities to facilitate compatibility. For the most part, this was accomplished. Each site operated under the same set of rules, regulations and position descriptions. This is not to say that there wasn't a great deal of variance among sites. These differences were due to ambiguities in the system which required on-the-spot decisions, a lack of timely communication among call sites and the National Office, and the desire for local sites to localize procedures in accordance with their unique situation.
