ABSTRACT
This book has developed a means for adopting a precautionary approach (PA) to encourage states in taking advantage of the flexibilities of compulsory licensing in the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) to promote access to medicines in a public health emergency.
