ABSTRACT

Local practitioners need to be familiar with the capital improvements plan (CIP) and the capital budget, the principal documents used to implement the jurisdiction’s infrastructure plan. The CIP and the capital budget enable the locality to translate its long-term land use plan, or shorter-term strategic plan, into specific infrastructure projects. Strategic planning during the budget process ensures that these investment decisions are most effectively deployed to achieve the agency’s overall goals and objectives, perhaps with a geographic focus.
