ABSTRACT
Liberal environmentalism describes the normative compromise in global governance that has predicated international environmental protection on the promotion and maintenance of a liberal economic order (Bernstein 2001). Environmental governance norms define how policy actors and political communities understand the appropriate purposes and means to which political action should be directed, with important implications for how they address the world’s most serious environmental problems.
