ABSTRACT
Public participation requirements alone are not sufficient to foster environmental sustainability and environmental justice. Arguably it is not participation that shapes politics but the other way around. The key to international influence may well lie at home, where strong segments of civil society can use domestic channels in order to gain influence at the international level.
