ABSTRACT
In the shanty towns that border most Latin American cities, it is not uncommon to find a television set or even a satellite dish in a makeshift home that has a dirt floor and no sanitation. Development practitioners in Latin America are often critical of this state of affairs, suggesting that the poor are somehow irresponsible for prioritizing frivolous television viewing when their children lack food, clothing or adequate shelter.
