ABSTRACT

The process of rebuilding the economy destroyed by the war is smoothly transitioning into a new phase: of economic and resource development and growth. It appears that soon Chechnya will take its deserved place amidst other prosperous regions of the Southern Federal region and the rest of Russia. The Front comprised a much wider group of North Caucasus republics, namely Adygea, Dagestan, Ingushetia, Kakabardino-Balkaria, Karachevo-Cherkessia, Krasnodar, North Ossetia and Stavropol. In Kozaks proposed plan for the stabilization of the North Caucasus in 2005 importance was attributed to the need to break the regional power of the clans and strengthen federal control. The Kadyrov regime took a proactive approach to normalizing relations with the Chechen diaspora living outside Russia, and encouraging their return to the 'desecuritized' and 'normal' Chechnya. The Chechen administration also took the lead in opening Chechnya up to the wider world as part of rebuilding process.
