ABSTRACT

This chapter acts as the fulcrum of the book. It takes the key theoretical concepts from Part One and boils them down into an analytical framework. This framework provides the basis to move forward into the empirical research chapters, and on to the concluding chapter of the book. Thus the three chapters that follow in Part Two variousiy borrow, take apart and test different elements within the framework. The final chapter brings the key elements back together in an attempt to map a way forward. This chapter therefore does not attempt to posit solutions to the problems associated with quality measurement in planning. Rather, informed by the history of performance measurement in English planning and more generic discussions about defining and managing quality in planning and the public sector at large, it attempts to weave together the key strands of the debate in order to highlight the conceptual problems to be overcome if successful quality measurement in planning is to occur.
