ABSTRACT

In this chapter, eight in-depth case studies drawn from planning authorities in England provide an insight into a range of innovative quality measurement practices. Following a discussion of the case study methodology, a comparative analysis of the case study experiences is offered that considers how the various practices address the three key areas of quality measurement identified in the analytical framework from Chapter 6. Thus the case studies are examined as regards their attempts to measure the quality of the planning service, the wider organisational quality and the quality of the planning product. A final discussion examines the rationale for the approaches to quality identified in the case studies before a number of overarching conclusions are drawn. Brief discussions of the key innovations of the authorities themselves are distributed as insets throughout the chapter.
