ABSTRACT
Donor funds are channelled through a variety of Nepalese ministries. Therefore funds from the same country and in the same sector may be channelled through different ministries according to interpersonal relations and experiences. For example, German bilateral aid is basically processed through the Ministry of Development, while funds of the German UNICEF Committee are channelled through the Ministry of Welfare. Donor relations with the latter Ministry seem to be more positive.
