ABSTRACT
The Memorandum on Genuine Autonomy for the Tibetan People (hereinafter the ‘Memorandum on Genuine Autonomy’ or simply the ‘Memorandum’) and the Note on the Memorandum on Genuine Autonomy for the Tibetan People (hereinafter simply the ‘Note’), 1 taken together, represent the view of the Fourteenth Dalai Lama and the Tibetan political leadership today on how the long-standing conflict between the Tibetan people and the Chinese Government can be resolved.
