TEU when a Member State expresses its wish to withdraw from the EU. There are no provisions in the Treaties dealing with loss of membership by expulsion. Under public international law the absence of an express provision means that the EU has no power to expel its members. 3. Twenty-seven European States are members of the EU. Accession negotiations with Croatia were concluded on 30 June 2011 and Croatia is scheduled to become a member of the EU on 1 July 2013. Five States: Iceland; the Former Yugoslav Republic of Macedonia; Montenegro; Serbia; and, Turkey, have the status of candidate States. Potential candidate States are: Albania; Bosnia-Herzegovina; and, Kosovo under UNSC Council Resolution 1244. Since the establishment of the Communities, there have been six rounds of enlargement. Each is analysed in this chapter. The enlargement policy regarding States which are offi cial candidates is discussed.
