ABSTRACT
The key to shaping effective relief responses to disasters and conflicts is understanding how current relief situations are vastly different from those encountered in years past. Recent and dramatic changes in geopolitics and the environmental realities of today dictate a need to change relief work. Major changes are necessary in how relief work is coordinated and how the mandate for intervention is crafted and delivered.
