ABSTRACT

Coordination of humanitarian activities involves the systematic utilization of policy instruments to provide effective assistance and protection to vulnerable populations. Such instruments include strategic planning, gathering data and managing information, mobilizing resources and assuring accountability, orchestrating field activities, negotiating a framework of access with the resident political authorities, and providing leadership to the overall international effort. 1
