ABSTRACT

The bombing imposed on the inspectors an unplanned task: at the bombed site, Al-Rabia also called Al-Nida after 1991 there had been several machine tools under Agency seal which now needed to be checked. This facility in the southern part of Baghdad was largely destroyed by cruise missiles. With the exception of one, all buildings with a technical or production function had been hit. The place had been inspected several times since it had been involved in the manufacturing of EMIS components. The subsequent inspection report states that there was no indication that the facility had been involved in PC-3 related activities after the Gulf War: obviously the Action Team wanted to stress that it had overlooked nothing which made a ‘corrective’ measure by the US necessary. The reason for the attack on this site was probably that the Iraqis were investing considerable resources for the further development of the site within the framework of reconstruction efforts.
