ABSTRACT

This chapter discusses a difficult working situation, with deterioration on all fronts. Kay recalls his frustration in the field because ‘New York and Vienna were sniping at each other, and Washington was sniping at all of us’. Kay reported to New York as well as to Vienna. The US administration had given Iraq a deadline by which to begin cooperating with inspectors or suffer the consequences. Therefore the US wanted to know in advance where the inspectors would be the next day in order to avoid catching them in an attack. When Kay finished writing his reports in the evening, which was sometimes after midnight, the offices of the IAEA in Vienna had already closed, whereas those of UNSCOM in New York were still open. According to him, he sent his reports via fax to Vienna and to New York at the same time but only New York would read and respond immediately.
