ABSTRACT
Much of this chapter is based on Carmichael (2004). The conceptual framework offered by control systems theory is regarded as the most suitable for developing planning thinking. Thinking on planning is developed in two ways (Figure 2.1):
• The modelling of projects as control systems, both single level and multilevel, with attendant project descriptors of control, state and output variables.
