ABSTRACT
By the programme of reform schemes drawn up by the Commission for Drawing up Regulations for Constitutional Government, with the National Assembly, sanctioned by the Emperor on the 27th ~ttugust, 1908, the introduction of local self-government was to be begun in 1909, so that the establishment of local self-government institutions for cities, towns IJ.nd villages (see Nos. 525, 520.-\ and 525B) might be completed in 1913, and, for prefectures, sub-prefectures, departments and districts (similar to the Russian provincial establishments-Zemstvo; see No. 526), in 1914.
