Or at least he is in New York, where black teenagers sport T-shirts depicting a dark-skinned version of the popular cartoon character, his nappy hair shaved in the razorcut “fade” favored by Arsenio Hall and homeboys everywhere. Gold tooth glinting, black Bart bellows, “I’ve got the power!” A legend beneath the drawing identifies him, simply, as “Radical Dude.”
