ABSTRACT

Since the introduction of Best Value, performance management has been at the top of the management agenda for those delivering public sport and leisure services. This is primarily because the Best Value and CPA frameworks are intended to be performance management frameworks and, as outlined in Chapter 4, it is important to note that performance management is intrinsically linked with strategy and planning. Strategy and planning activities set the objectives and establish the plans that the performance management process must deliver. Within the current public sector context, fundamental performance reviews generate the information that is integrated into the service performance management framework.
