ABSTRACT

This, however, is only one of a number of items in that policy note. Another is aimed at improving co-operation between the criminal justice system and the drug treatment services. We were asked by the Minister of public health to produce with co-workers a report on that issue. It has 25 recommendations and was finalised early in 2002 (Casselman et al. 2002). One of three major areas of concern examined in the report was the limited motivation of clients referred from the criminal justice system. The three main topics discussed were as follows:

1 It was stressed that the criminal justice system and the drug treatment system came from two different worlds with different objectives. They do not know each other’s work, they speak different languages, and do not trust each other. The interface between the two systems is a grey area (Casselman 1998).
