ABSTRACT

It takes a minute for a government Minister to come up with a good idea; a day for one of his officials to work this up into a proposal and probably a month for the official’s team to write a consultation paper. It takes longer to present and steer through a Bill and months or even years for local agencies to implement its enacted provisions. By the time they have, along comes another government and a new Minister who, within another minute, has thought of another good idea.
