ABSTRACT

The introduction of law no. 22/1999 on local governance (Udang-Undang no. 22/ 1999 mengenai pemerintahan daerah), which allows local or regional governments to independently manage the natural resources of their territories, has resulted in changes to the utilization of forest resources in various regions in Indonesia. It is these changes that I wish to analyse here to see what the new laws on local governance and regional autonomy have meant to the management and sustainability of forest resource usage.
