ABSTRACT
Shortly after we completed the Primary Improvement Project, a compulsory literacy hour was introduced. This chapter from our 1998 Routledge book Improving Literacy in the Primary School reports practices and beliefs about literacy in 1,395 primary schools. It was the last major study of teachers’ own spontaneous practices before the government itself began to determine the structure of literacy classes.
