ABSTRACT
Global governance essentially aims to provide a type of institutional arrangement. Global governance cannot be achieved without a set of universal rules that regulate all global citizens. An institutional arrangement comprises a series of system elements, each of which is separately discussed in this chapter. The elements are systems, rules, and processes. Institutional arrangement also contains value elements, which were discussed in the preceding chapter.
