ABSTRACT

This chapter provides a brief overview of the areas covered for a general understanding of how the European Union has developed beyond its early economic programme. The European Commission (EC) Treaty did not contain any specific provisions for consumer protection because it was felt that the free competition created by the 'Four Freedoms' would inevitably benefit the consumer as well. Again, there was no specific provision within the EC Treaty for the protection of the environment. Transport was actually included in the original EC Treaty. Article 70 simply stated that the objectives of the Treaty should be carried out within the framework of a common transport policy. 'Treaty on the Functioning of the European Union The Community and the Member States shall co-ordinate their research and technological development activities so as to ensure that national policies and Community policies are mutually consistent.' There was also no specific provision for education in the EC Treaty.
